Carbon tax bill update (HB 304)
We were hoping to get a Fiscal Note for HB 304 last week, but the draft Fiscal Note identified some tweaks that Rep Briscoe wanted to make to the bill, so he's working with legislative staff on an updated bill and hopefully that will come out this week along with a better Fiscal Note. Thank you for your patience and stay tuned... and if you want details, most of the issues had to do with the effective dates for different parts of the bill, but there was also some missing language about backfilling revenue from the expanded Retirement Tax Credit. (Line 1510 of the bill references a "transfer to the Education Fund... described in Section 59-19-1019 [the Retirement Tax Credit]" but that Section doesn't actually have any language for such a transfer.)
